Sex Offender Search and Lookup:

A person is labeled a sex offender when he has been found guilty of of a sex crime. Offenses that are classified as sex crimes may differ in each state. However, certain crimes such as rape, sexual assault, and child pornography are generally accepted by most states as sex crimes. According to the law, sex offenders must be registered in the state sex offender database. The US Department of Justice compiles all information from the states to maintain a national sex offender database. Anyone can access any of these systems in the interest of public safety. For Kentucky, residents can use this site to locate any sex offenders in the state.

It is important that you bear in mind the fact that not all the information in the registries will be accurate. As some sex offenders fail to update their registration, you may find that some addresses are no longer current or that some have only listed their neighborhood rather than their exact address.

Bail and Bondsman

Bail enables a defendant to remain free while awaiting trial as long as he guarantees to the court that he will appear at all his court dates. The guarantee can come in the form of his signature on the bond stating his promise. For some offenses, the guarantee comes in the form of money or property pledged to the court. If the defendant does not appear in court, the money or property is forfeited.

When another person aside from the defendant signs the bond and assures the court of his/her willingness to pay the bail amount on behalf of the defendant, that person is called a surety. A bondsman can act as a surety for a defendant if he is unable to gather enough money to make bail. In return for this service, the bondsman will usually charge a non-refundable fee that is equal to 10% of the bail amount.

In Kentucky, the commercial bail bonding industry has been made illegal. Ky. Stat. § 431.510 (outlawing commercial bail bond industry); see Stephens v. Bonding Assoc. of Kentucky, 538 S.W.2d 580 (Ky 1976) (upholding statute). According to state law, a bondsman from a different state cannot arrest a fugitive who has fled to Kentucky without getting a warrant first. Ky. Rev. Stat. § 440.270.
