A person is labeled a sex offender when he has been found guilty of of a sex crime. Offenses that are classified as sex crimes may differ in each state. Bail and Bondsman

According to state law, a bondsman from a different state cannot arrest a fugitive who has fled to Kentucky without getting a warrant first. Ky. Rev. Stat. § 440.270.
