Inmate Search in Rowan County Jail

The Rowan County Detention Center has an online list of the current inmates housed in the facility. Use an inmate’s first name, last name, or alias to search the database. The database stores the following information for each inmate: full name, age, address, physical description, booking photo, booking date, arrest date, arresting agency, arresting officer, inmate classification, charges filed, and status of the case.

Important Jail Policies and Procedures:

A signup sheet is passed around on Sunday evenings for Thursday’s visitation and on Wednesday evenings for Sunday’s visitation.  Inmates are responsible for notifying their visitors of their approved visitation time. Each inmate is allowed one 15-minute visit per visitation day. Only two visitors are allowed per visit. Inmates are allowed a maximum of four visits per appointment. Minors must be accompanied by a parent or guardian. Visitors may be asked to show ID.

Visitation hours are as follows:

Male inmates – Thursdays and Sundays from 8:00 a.m. until 10:00 a.m. and from 12:00 p.m. until 4:00 p.m.  

Female inmates – Thursdays and Sundays from 10:00 a.m. until 11:30 a.m.

Money can be deposited into an inmate’s account in three ways:

Sex Offender Search and Lookup:

To classify as a sex offender, a criminal must have been convicted of a criminal offense involving sexual conduct such as rape, sexual assault, and prostitution. Federal law states that a sex offender must submit his or her information to local law enforcement so that it may be registered into the state and national sex offender registries. Bail and Bondsman

When a person gets charged with a crime, he may be permitted to stay out of custody/jail until his trial begins. To secure his release, a defendant must post bail – lodging money or a form of property to the court. Aside from his promise, this serves as a guarantee that he will return to court when his trial starts. If he doesn’t, the money or property will be lost.

An accused can get a bondsman to post bail for him if he does not have enough money to do it on his own. The bondsman acts as a surety – promising the court that the bail amount will be paid on behalf of the accused by him if the accused violates the conditions of his release. To hire a bondsman, you will need to pay a non-refundable fee which is usually 10% of the bail amount.

In Kentucky, it is illegal to run a commercial bail bond business. Ky. Stat. § 431.510 (outlawing commercial bail bond industry); see Stephens v. Bonding Assoc. of Kentucky, 538 S.W.2d 580 (Ky 1976) (upholding statute). A bondsman from out of state can only arrest a fugitive in Kentucky if he obtains a warrant. Ky. Rev. Stat. § 440.270.
