By law, sex offenders must notify the County Sheriff of any changes in their information such as place of residence and place of employment. Sex offenders are persons who have been found guilty of committing a sexually oriented offense such as rape, sexual assault, and child pornography. The County Sheriff enters the offender’s information into the state’s sex offender database. The federal government compiles the information gathered by each state to maintain a national sex offender registry. All of this information is made available to the public to help increase awareness and safety.
To locate a sex offender in Kentucky, you can use the website here.
Before using website, it is important that you understand the limitations of the information in the database. There may be sex offenders who do not comply with the law. Therefore, you may get results displaying an offender’s previous address or an incomplete address such as just the block they live on.
Bail and Bondsman
A person charged with a criminal offense is given a temporary get-out-of-jail-free card while awaiting trial if the court permits him to pledge money as a guarantee that he will show up for each of his scheduled court appearances. This is known as posting bail. If the accused fails to appear, the money is forfeited and the accused is labeled a “fugitive.”
Some individuals may have difficulty posting bail due to financial constraints. If such is the case, a bondsman can be secured for a fee (10% of the bail amount) and he can take responsibility for posting bail. To do this, he acts as a surety, guaranteeing to the court that he will pay the entire bail amount if the defendant “skips” bail. In return, he has the legal right to pursue the fugitive using the services of a bounty hunter in order to protect his investment.
The state of Kentucky has prohibited the practice of commercial bail bonding. Ky. Stat. § 431.510 (outlawing commercial bail bond industry); see Stephens v. Bonding Assoc. of Kentucky, 538 S.W.2d 580 (Ky 1976) (upholding statute). A warrant must be acquired by a bonds agent from another state if he wishes to arrest a fugitive hiding out in Kentucky. Ky. Rev. Stat. § 440.270.
