As of the 2010 census, the population was 59,127 and the county seat (and largest city) is in Decatur. The county was established in 1856 and is known for creating the Wise Eyes crime watch program, eventually adopted by mostly rural counties in several states, which started in 1993 by then-Sheriff Phil Ryan. The county was named for Henry Alexander Wise who was an American lawyer and politician from Virginia. Mr. Wise supported the annexation of Texas by the United States.
