Upshur county was established in 1846 and its largest city and county seat is Gilmer. As of the 2010 census, the population was 39,309. The county was named for President John Tyler’s Secretary of State, Abel P. Upshur and has a total area of 593 square miles.

Upshur County has the largest settlement in Texas organized by the Church of Jesus Christ of Latter Day Saints. In 1904, the order organized a colony in Kelsey, Texas.
