Only people who are on a visitation list will be allowed access to the facility. Inmates are allowed to have a maximum of 15 names on their list. It is the inmate’s responsibility to notify his/her visitors that they have been placed on the lit. Juveniles may visit their legal parent or guardian if they are on the inmate’s visitation list. However, they are not counted in the allowed amount of visitors.

Visitors must produce photo identification before they are allowed to visit. Valid forms of this ID include driver’s license, passport, and military identification. All visitors are also expected to adhere to the facility’s dress code. Shirts, shoes, and underwear are mandatory. Clothes that expose customarily covered areas of the anatomy such as bare midriffs, strapless tops, short-shorts, and cut-offs will not be permitted.

All visitors are subject to search. Personal belongings cannot be brought inside the facility. Food, gum chewing, and drinks are also not allowed.

Inmates may send and receive mail as well. All mail will be opened and inspected for contraband. Mail sent to an inmate must be addressed in the following manner:

Inmate’s Name and CN#
Keogh-Dwyer Correctional Facility
41 High Street
Newton, NJ 07860

To deposit funds into an inmate’s account, family and friends must visit the Access Corrections website, call 1.866.345.1884, or use the lobby kiosk.

Sex Offender Search and Lookup:

It is compulsory for all sex offenders to submit their information to local law enforcement for filing in the state sex offender registry and the national sex offender database. To be considered a sex offender, a person must have been found guilty of a crime involving sex such as rape, incest, and prostitution. Residents of Sussex County can get information on sex offenders in their neighborhood by checking the Sheriff’s Alert page. Just keep in mind that not all offenders obey the law. Some of the records may only show last known addresses.

Bail and Bondsman

In New Jersey, a pretrial inmate’s chances of getting released temporarily from custody will depend on the score he gets from a risk assessment tool. This is an algorithm that utilizes the criminal history of the defendant and his other information to calculate whether he will be a risk to society while out of custody. A high score suggests that there is a high probability that the defendant will commit another crime or flee and must be detained. A low score, on the other hand, recommends the defendant’s release because he is unlikely to do both of those actions.
