Sex Offender Search and Lookup:

According to federal law, sex offenders must register their information in the national and state sex offender databases. The information within these registries are available to the public as a safety resource. Persons who have been found guilty of a sex crime are classified as sex offenders. Some examples of sex crimes are rape, sex trafficking, and child pornography. The general definition of a sex crime is an illegal act that involves sexual motivation or sexual misconduct against another individual. Anyone can access the information in Kentucky’s sex offender registry here. However, it is important that the public takes note that some sex offenders may not always update their information. As a result, there may be instances where the information in the registry is no longer current such as last known addresses.

Bail and Bondsman

The court can allow the temporary release of a person charged with a criminal offense while his trial is pending if the defendant guarantees his presence at all of his scheduled court appearances. This permission is called bail. For certain crimes, the promise is not considered sufficient so an additional condition is required. Some types of bail will require the defendant to put up money or property as collateral. This means that if the defendant fails to appear before court as promised, the money or property will be forfeited to the court.

Defendants are still able to post bail despite their lack of money by using the services of a bondsman. The bondsman charges a non-refundable fee, normally 10% of the bail amount. Once hired, he will guarantee to the court that he can be held responsible for paying the bail if the defendant does not appear in court.

The state of Kentucky does not allow the practice of commercial bail bonding. Ky. Stat. § 431.510 (outlawing commercial bail bond industry); see Stephens v. Bonding Assoc. of Kentucky, 538 S.W.2d 580 (Ky 1976) (upholding statute). If a bonds agent from out of state were to arrest a fugitive hiding out in Kentucky, he will need to get a warrant first. Ky. Rev. Stat. § 440.270.
